Guadalhorce Hospital In Cártama Ready But Cannot Open

The Hospital has been ready for months

The Guadalhorce Hospital in Cártama on the Costa del Sol is ready for use but with no opening date is planned.
The reason is that the new hospital needs to be connected to the electricity supply so the final instalation of the eqipment can be completed but no one wants to pay the  two million € bill 
The original quote was  300,000 but Endesa now say the electrical substation at Villafranca del Guadalhorce will have to be expanded before the hospital can be connected.
This has caused a duspute between Cártama Town Hall who say they can not cover the extra costs and the Junta de Andalucía who say the Town Hall need to pay the costs as the electricity contract was undertaken by Cártama Town Hall.
